This software (called Q2A) is part of a growing movement of reputation-based, participatory democracy software platforms which:

1. allow anyone to submit questions and answers (like wikipedia) but where the community votes the best items UP and the worst ones DOWN, so that everyone else can save time and read only the best questions and answers,

2. but without losing access to all the other answers , should they want to participate in the community rating.  Those who participate actively by writing or rating earn points which correspond roughly to their reputation in this Q2A community

3. This is obviously useful to putting up comprehensive FAQ (Frequently Asked Questions) but also for Decision Making in a community that does not meet face to face regularly... in this case, voting up or down =  voting Yeah or Nay for both the motions being proposed and their various amendments.  Comments serve as a record of the arguments pro and con
